Job Summary:

The Program Manager for Housing Navigation is responsible for supervising all aspects of the Housing Navigation Program to achieve its goals and objectives. This role involves designing and implementing plans and operations in line with contract and budget guidelines, overseeing resources, coordinating with community partners, and conducting ongoing progressive engagement to support participants and leverage Hope the Mission and community assets.

Skills and Minimum Qualifications:

  • Bachelor’s Degree in social work, public administration, business management, or a related field (preferred).
  • Experience in program management, typically 3-5 years (preferred).
  • Minimum 2 years of case management experience in a related field
  • Commitment to maintaining confidentiality and adhering to ethical standards in handling sensitive information.
  • Strong knowledge of best practices in case management and housing navigation, including case noting and documentation methods.
  • Expertise in designing and implementing housing stability plans.
  • Excellent written and verbal communication and critical thinking skills.
  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and basic database functions.
  • Deep understanding of participant acuity and ability to assess and consult on appropriate levels of care.
  • Ability to coach and mentor staff effectively.
  • Ability to work with diverse populations and individuals with limited English proficiency.
  • Knowledge of community resources and experience linking participants with appropriate services.
  • Strong client-focused approach, with skills in delegation, mentorship, stress management, leadership, and conflict resolution.
  • Proficient in Clarity/HMIS (Homeless Management Information System).
  • High level of professionalism and integrity in all interactions.
  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint.
  • Ability to perform prolonged periods of sitting, as well as walking, standing, bending, squatting, climbing, kneeling, and twisting.
  • Ability to grasp, push, pull objects such as files and file cabinet drawers, and reach overhead.
  • Occasionally lift and/or move, push, and pull up to 25 pounds.
  • Hold a valid California Driver’s license with required insurance and a reliable vehicle; must have a driving record with no more than 1 moving violation in the last 12 months.
  • Bilingual (Spanish) preferred.

Duties include but are not limited to:

  • Maintain a thorough understanding of the Scope of Required Services (SRS) and its contractual obligations.
  • Achieve contract objectives by supervising staff, providing expertise, guidance, and training.
  • Implement Quality Assurance systems, working closely with the Director of Inside Safe to highlight progress towards goals and outcomes.
  • Coordinate day-to-day operations, including intake, creation of service plans, and housing stability plans for clients.
  • Conduct weekly case conferencing meetings and case file audits to ensure participant records are complete and accurate.
  • Conduct weekly staff supervision meetings and document discussions.
  • Monitor program compliance with HOTV, LAHSA, and LAFH policies and procedures; maintain documentation of all program procedures.
  • Coordinate collaboration efforts with community partners and landlords.
  • Assist the Director of Inside Safe with landlord disputes/complaints, prioritizing the preservation of relationships.

Work Environment

The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the clients use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure.
