**Duties**

** Summary**

The Biomedical Equipment Support Specialist (BESS) provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of medical equipment. Biomedical support requires the application of engineering and mechanical concepts and methodology to provide lifecycle management and technical support of diagnostic, therapeutic devices, monitoring.

**Responsibilities**

**Duties of the BESS include and are not limited to**:

Tests complex electronics equipment in part or whole of a complete, operational system. This consists of items like Fire Alarm Systems (campus wide), Building Automation Systems (BAS), Public Address (PA) Systems, Two-way Radio Systems and repeaters, televisions, wireless systems, emergency phones, fiberoptic testing, and fusion splicing, data drops and punch downs, Closed-Circuit TV (CCTV), Automatic Tank Gages, Uninterruptable Power Supplies (UPS), Patient Lifts, Patient Mechanical Beds, Documents Sequencers, Barcode Printers, Date Stamps, all Printers associated with Engineering Systems (including but not limited to BAS, Fire Alarm, etc.), and other specialized medical and nonmedical systems and equipment which may consist of numerous complete integral components.

Coordinates and works effectively with other facility support departments. Specific tasks include but are not limited to incoming inspections, regular and unscheduled maintenance, and planning for end of life replacement in conjunction with clinical services. Utilizes common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters.

As assigned, functions as a Contracting Officer Representative (COR) and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.) and to oversee vendor work. Collaborates with Logistics and Contracting to procure parts and services; functions as a purchase card holder, as required.

Investigates, remediates and documents Repairable Medical Device (RMD) recalls and safety alerts issued through the VA Alerts and Recall Management System (ARMS) within established timeframes. Participates in local safety improvement processes such as Root Cause Analysis (RCA), safety work groups, and Environment of Care Rounds. Identifies hazards during routine job performance and takes action to ensure they are addressed and corrected.

May be tasked with leading and managing installation or upgrade projects for medical devices and systems. This includes but is not limited to pre-implementation planning and coordination with end users, vendors, and other onsite support staff (OIT, Informatics, SPS, etc.).

Additional duties are performed as assigned by supervisor related to maintenance, remediation, and tracking of medical systems to meet mission critical requirements. May be asked to assist in other administrative duties as well, including participating in hiring panels.

Follows approved procedures to identify, isolate, and investigate system failures.

The position is responsible for ordering parts necessary for the repair, maintenance, calibration, and adjustments of assigned equipment.

Must possess specific and in-depth knowledge of safety controls, paging/voice communication systems, etc. A great deal of knowledge in electromechanical devices, Radio Frequency (RF) systems, TV and video chains, etc. is required to perform the above duties.

Must possess an excellent knowledge of the TCP/IP networking protocols as implemented by Microsoft Windows and other Operating Systems. The incumbent must have extensive knowledge of computer hardware, switches, processors, and the interfaces used to communicate with services connected to the LAN.

The incumbent must be able to use computers to update and configure software used in modern microprocessor-controlled systems and devices. The incumbent performs work in the testing, implementing, evaluation and maintenance of software and hardware to accomplish the mission of the Medical Center's non-IRM (Information Resource Management) computer-controlled systems.

Lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support.

All other duties as assigned and outlined in functional statement.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-7 to GS-11.

**Basic Requirements**:

+ **United States Citizenship**: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

+ **English Language Proficiency.** Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part.

+ **Experience and Education.** Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology **and** two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist; **OR** Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology; **OR**Completion of a military training program in biomedical equipment **and** two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist. **Grade Determinations**:

**GS-7 (Developmental Level 1)**
